Dangerous Goods Safety Advisor - DGSA
If you load/unload or transport Dangerous Goods the E.C. Directive 96/35 requires you to appoint a fully qualified Dangerous Goods Safety Advisor.
The general duty of the DGSA is to advise the head of the undertaking on how to achieve the safe transport and handling of these goods, in compliance with national and international Regulations.
The DGSA has a legal obligation to carry out the following broad functions:
- Monitoring compliance with the law.
- Advising the employer with regards Dangerous Goods.
- Preparing an annual report of the employers' activities.
- Monitoring of a range of procedures and safety measures.
- Investigating and compiling reports on any accidents or emergencies.
- Advising on the potential security aspects of transport.
This may include anyone who consigns cargo, freight forwarders, warehousemen and manufacturers producing goods that will be collected from their factory.
The DGSA has to be qualified by passing an examination conducted by the Scottish
Qualifications Authority. This course is designed to prepare candidates for this examination.
The course involves 7 days classroom study and includes the main components of the GB and ADR Regulations for the transport of dangerous goods by road.
The training covers "All Classes", therefore, all candidates will have to sit a Core paper, Mode paper and Class paper.
Some companies may not wish to train a member of their staff to sit the appropriate examinations in order to qualify as a DGSA.
